Use 'It is' followed by an adjective to describe the weather. For rain and snow, use 'It is raining / snowing'.

The Four Seasons

There are four seasons in the year: spring, summer, autumn, and winter. In spring, it is warm and there are flowers. In summer, it is very hot and sunny. People go to the beach.
