Preparation
Print one worksheet per student.
Procedure
Review modal verbs on the board with their functions: ability, permission, advice, obligation, possibility.
Students complete the sentences by choosing the best modal verb.
In pairs, compare and justify their choices.
Check answers as a class. Accept alternative answers if students can explain their reasoning.
Discussion: what other modals could work in each sentence?
Extension: students write the rules of their classroom using five different modals.
